Cliffe was a painter, printmaker and teacher, born in Scarborough, Yorkshire. In 1946 he enrolled as a student at the Bath Academy of Art and was later invited to join the staff there, becoming an influential teacher alongside William Scott, Peter Lanyon, Terry Frost, Adrian Heath and Howard Hodgkin.

In the decades after the war Cliffe was recognised alongside his Corsham colleague and was chosen for the British pavilion at the Venice Biennale with Ben Nicholson, Francis Bacon and Lucien Freud. He returned there in 1960 in the company of Victor Pasmore and Eduardo Paolozzi. In 1956 Cliffe had his first one man show at the Redfern Gallery.
